Scout can't learn languages?

So, I heard the best way to scout if you send a scout to a country what's language is spoken by him. But I can't find any useable guy who can speak japanese for example. I send one to Japan, he is there since 3 years and still can't speak basic japan. So, is there any way for a scout to learn languages, or he just live there without the capability to learn at least some words?

1. High adaptability helps with languages. Might be a coded line that Japanese is one of the hardest language in the world so it might take longer to learn (but I doubt this one is implemented to FM).

2. Is he a real-life staff member or a newgen? Some newgen scouts known to be bugged (specifically those, who have 0 country scouting knowledge of their own nationality). For those I can imagine they will not have capability to learn the language neither. If you post a screenshot of his staff/attributes/scouting knowledge tab, it can be verified.

3. The J-League is not playable in the base game, sending a scout there on an assigment is pretty pointless as the scout will not be able to "watch" any match (maybe the WC/Asia qualifiers for the Japan team few times a year). Hence not gaining knowledge/maybe not gaining language knowledge neither? The guy who is there for 3 years, does he have 100% Japanese scouting knowledge or a few % - gained only from the national team matches?

4. As previously mentioned, set the assignment to "Until finished" and do not leave it at "On-going". 

The language and adaptability is only helping to gain % knowledge in the scouted country faster and not to generate more reports within the given time as far as I know. Based on this I expect for a Hungarian scout with 100% Germany country knowledge with basic German language skills will generate the same report within the same time period as a 100% Germany knowledge, fluent German speaking scout from Germany if all their key attributes (professionalism, determination, JPA/JPP, suriprisingly discipline) are the same.
